Catholic Charities of Idaho works with respect and compassion to unify families under the immigration laws of the United States. The goal is to provide immigration legal services to poor and low-income immigrants who are seeking assistance in preparing their cases for review by the Bureau of Citizenship and Immigration services (BCIS). The major focus is to assist in Family Reunification and Naturalization for the elderly, disabled, and poor.
Catholic Charities of Idaho’s Boise and Nampa offices are recognized by the Board of Immigration Appeals (BIA) under the U.S. Department of Justice. The immigration program is affiliated with the Catholic Legal Immigration Network, Inc. (CLINIC) which presently is the largest network of non-profit immigration law offices in the United States of America. Catholic Charities of Idaho has access to a toll-free hotline to receive help from CLINIC’s immigration attorneys directly.
Services Provided:
Assistance with basic family immigration applications
Evaluation of client’s immigration status
Serve as liaison between clients and BCIS
Adjustment of Status application (and interview for partially and fully accredited reps)
Naturalization applications (and interview for partially and fully accredited reps)
Help replacing lost or stolen Permanent Resident card
Refer clients to local immigration attorneys and other services when appropriate
Basic educational sessions on family immigration
English/Spanish translations; services also can be provided in Mandarin Chinese

Main Purpose: Co-Ad’s mission is to assist people with disabilities to protect, promote and advance their legal and human rights through quality legal, individual, and system advocacy.
Services Offered: Services provided by Co-Ad include information and referral; negotiation or mediation; investigation of suspected abuse or neglect; legal representation for violations of disability related rights; and technical assistance. Co-Ad staff also address system and policy issues. Services are provided statewide at no cost to the client.
Eligibility Criteria: The person seeking assistance from Co-Ad must have a physical or mental disability and be requesting assistance with a disability-related issue.
Programs: Co-Ad is the state’s designated Protection and Advocacy System and receives seven different federal grants that mandate legal and advocacy services to individuals with disabilities. Each program sets annual priorities and has various amounts of funds available. The priorities and amount of resources for each grant determine the extent of Co-Ad’s assistance.
Eligibility case-types: In general, Co-Ad can assist with:
· Addressing violations of the Americans with Disabilities Act
· Addressing violations of other state and federal disability rights laws
· Investigating abuse or neglect and other violations of disability related rights in facilities and community placements
· Obtaining appropriate services from agencies and school districts
· Negotiating with vocational rehabilitation agencies and independent living centers
· Contesting Medicaid denials
· Submitting applications for Social Security and other benefit programs
· Addressing barriers to employment for Social Security beneficiaries
· Addressing barriers to obtaining assistive technology
· Contesting denials of community placements

Main Purpose: The mission of Idaho Legal Aid Services, Inc. (ILAS) is to provide free legal representation and advocacy services to low income individuals and groups.
Services Provided: ILAS provides legal representation to eligible individuals and groups; community legal education through workshops and preparation/distribution of legal brochures and other materials; pro se workshops on divorce in some areas; immediate legal advice to domestic violence victims through the ILAS Domestic Violence Legal Advice Line; legal advice to seniors citizens (60 and over) through the Idaho Senior Legal Hotline.

Main Purpose: The mission of the Idaho Volunteer Lawyers Program (IVLP) is to increase the availability of legal services to the state’s low-income individuals and families by matching those in need with the donated services of volunteer attorneys and by providing volunteer lawyers for advice, consultations and case representation.
Services Offered: Legal Services: IVLP screens applicants to connect them with the legal services of provided by volunteer attorneys. The volunteer attorneys may represent eligible clients in custody & visitation, divorce (limited), guardianship, adoption, bankruptcy, debt defense, assistance for non-profit organization, or wills & probate. Instructions, forms and attorney consultations are provided to assist applicants in representing themselves in Modification & Enforcement of Custody, Visitation and/or Child Support, Answers for Divorce/Custody or Debt Defense, Answers for Petitions to Modify Custody/Support or Motions to Establish Custody & Visitation. Volunteer attorneys give advice and consultation in Family Law, Bankruptcy or debt collection, or certain matters for non-profit organizations. Clinics: Volunteer attorneys provide limited one to one advice and consultation regarding family law matters including Divorce, Custody Modifications, and Custody for unmarried parents, and Enforcement of Family Law Orders. Volunteer attorneys also offer education, advice and counsel on debt collection/bankruptcy problems. (Service in clinics limited at this time to the Ada and Canyon County area.) A&C Clinics: Advice and Consultation Clinics are conducted at Senior Citizen Centers or Legal Link in Coeur d'Alene on any topic.

Main purpose of the organization: The overall purpose of the University of Idaho Legal Aid Clinic is to provide educational opportunities to University of Idaho Law Students through the provision of legal services to those who lack resources to hire an attorney.
Services provided: Legal Advice, Representation and Mediation
Types of cares handled:
General Practice Clinic:
Civil and misdemeanor criminal cases in Latah County;
Mediation services: landlord tenant, collections, neighborhood issues, family, including divorce, parenting and child support issues, consumer, prisoner rights and small claims.
Appellate Clinic:
Representation of low income or pro se litigants referred by the appellate courts, other attorneys or from the General Clinic in Idaho and the Ninth Circuit.
Tribal Clinic and Immigration Clinic:
Defending adult tribal members in criminal matters in Nez Perce Tribal Court,
Representing juvenile tribal members in delinquency cases,
Representing immigrants in removal proceedings before Immigration Judges, the Board of Immigration Appeals, and Federal Courts,
Advocating for immigrants in their applications for permanent residence, citizenship, and political asylum filed with the Department of Homeland Security.
Tax Clinic:
Representation of taxpayers from Idaho and surrounding states in controversies with the Internal Revenue Service. Also provide educational outreach services for taxpayers for whom English is a second language.
Small Business Legal Clinic:
The SBLC provides a variety of transaction related advice to business owners and entrepreneurs in Idaho, including the formation of an appropriate business entity, preparation and review of confidentiality and employment agreements, review of commercial leases, and, in the case of nonprofit organizations, the preparation and handling of applications for tax-exempt status.
Eligibility criteria: For the general clinic, a client whose income is equal to or less than 125% of the Federal Poverty Income Guidelines is financially eligible for Clinic representation. Mediation services are available on a sliding fee basis for clients with incomes under 225% of the federal poverty guidelines.
For the tax clinic, a client whose income is equal to or less than 250% of the Federal Poverty Income guidelines are established by Health and Human services is eligible for representation.
Non-profit groups, whether or not incorporated, will be eligible. The eligibility of other groups will be determined by reference to the resources of the group, if the matter concerns the organization, or to the income of the individual members, if the matter concerns their interest.

Main Purpose: A one-stop
clearinghouse at the Courthouse for a variety of legal information and referral
for legal assistance for those seeking access to the courts. Self-help materials for individuals processing routine case
matters, predominantly in family law cases.
Services Offered: Forms and instructions for some routine court matters: divorce, custody, modification, name change, landlord-tenant. Referral to the toll-free Legal Resource Line (operated by the Idaho Law Foundation) and the Domestic Violence Hotline (through Idaho Legal Aid Services). Instructional videos on the Idaho Courts, Family Law, Domestic Violence petitions for civil protection orders, and Small Claims. In addition to standard forms, instructions and videos, some offices provide: case screening and processing of applications for Idaho Legal Aid Services and Idaho Volunteer Lawyers Program; a list of local attorneys; referral to available social services including mediation; Review of completed court forms.; and will explain basics of legal research. Some offices also have a computer or typewriter available for patron use to prepare court documents, and provide instructions in the use of the computer.
Eligible case-types: Divorce, custody, modification, name change, landlord-tenant. Generally no one is turned away; however there may not be materials available for the patron’s specific case type. For example, we do not have materials for personal injury cases, administrative cases such as workers’ compensation or social security, federal cases such as bankruptcy, or transactional materials such as wills or contracts. We do not have forms or instructions for temporary orders, restraining orders, or motion and order to strike child support arrearages. We do not provide typing or other services to complete a form for a patron. We do not provide legal advice.
Eligibility Criteria: None. All are welcome to use the CAO.

Lawyer Referral Service Goal: Refer each requestor to an appropriate lawyer in the Referral database who practices the specific area of law requested, and in a location in Idaho near the potential client. The Lawyer Referral Service advertises its services to the public and to lawyer members of the Bar. Referral service staff screens potential clients to determine if they need the services of an attorney and /or the type of attorney they may need. Clients have the security in knowing that the attorneys who participate on the panel are in good standing with the Idaho State Bar.
Lawyer Referral Service offered: Referral (via Phone or Website Email) for clients state-wide to Bar members who are in good standing, dual state license attorneys, specified area of law, attorneys willing to take out of state clients, initial consultation over the phone, attorneys who are fluent in foreign languages, services/facility for disabled, ability to take imprisoned clients, licensed in other courts.

Eligibility or Requirements: There are no eligibility criteria for the Referral Service. We do require from the client a phone number, address, and information on the area of law, so we can determine what attorney to refer the client to. Attorneys on the referral service have agreed to charge no more than $35.00 for the first half-hour of initial consultation, excluding Personal Injury and Worker Compensation, which is a free consultation. We do advise clients that we are not a pro-bono service or a reduced cost program and attorneys do charge fees for services. Also, it is up the client to contact the attorney and discuss his/her fees beyond the initial consultation.

Main Purpose of Organization: To assist seniors and vulnerable adults in retaining their dignity and independence by providing the options and resources to remain in their own homes and communities for as long as they choose
Specific Services Provided: ICOA contracts with six regional Area Agencies on Aging to provide various services to seniors. The Area Agencies on Aging subcontract with local legal services providers (such as Legal Aid) to provide a limited amount of legal services to seniors. The six Area Agencies on Aging are as follows:

The main purpose of the organization:
The Attorney General’s Consumer Protection Unit enforces Idaho’s Consumer Protection, Telephone Solicitation, Pay-Per-Telephone Call, Charitable Solicitation, and Antitrust Acts. These Acts protect consumers, businesses, and the marketplace from unfair or deceptive acts and practices. The Consumer Protection Unit seeks to fulfill this charge efficiently and economically through education, mediation, and enforcement.
Specific services are provided:
The Consumer Protection Unit functions in three areas to help protect individuals and businesses from deceptive practices:
· Consumer Education:
To accomplish these goals, the Consumer Protection Unit sponsors television and radio public service announcements, provides pamphlets on consumer topics, informs the media about current scams, and presents programs on consumer protection to community groups. In addition, the consumer protection staff provides consumer information and referral to citizens by telephone and in person.
· Mediation of Complaints:
Mediation of complaints is another major service of the Consumer Protection Unit. Mediation relies on the voluntary cooperation of both sides of a complaint--usually a business and a consumer. The Consumer Protection Unit's Consumer Specialist acts as a "go between" or buffer for the parties who may have difficulty in communicating with one another directly. Because of the tremendous volume of complaints received by the Consumer Protection Unit, almost all of the mediation process is accomplished by correspondence. The consumer specialist forwards a consumer's written complaint to the business along with a letter requesting a response from the business. Private consumer complaints are often resolved as a result of the Consumer Protection Unit's mediation process.
· Litigation Against Companies and Individuals:
The Consumer Protection Unit files lawsuits on behalf of the State of Idaho as determined by the Attorney General on a case-by-case basis. The Attorney General's Office cannot provide legal advice or opinions to private individuals or businesses. Helpful tip sheets, brochures, and press releases are available to the public, but the only "client" the Consumer Protection Unit has is the State of Idaho.

The Consumer Protection Unit accepts complaints that fall within the jurisdiction of those statutes we enforce. The Consumer Protection Unit enforces the Idaho Consumer Protection Act, the Idaho Telephone Solicitation Act, the Idaho Pay-Per-Telephone Call Act, the Idaho Charitable Solicitation Act, the Idaho Antitrust Act, and related rules on behalf of the State of Idaho.

The Attorney General’s Office of Consumer Protection is a state agency, thus the criteria for receiving our services falls within our office’s enforcement authority under those statutes we enforce.

Main Purpose: The Council was established to insure the availability of emergency shelter and crisis line services throughout Idaho for domestic violence victims and their dependent children. Our role has expanded to include all victims of violence in Idaho.
Services Provided: Services include providing victims and advocates of victims information and referrals to Idaho domestic violence programs in their area; provide funding to organization assisting victims of domestic violence and their children.
